The Municipal Party Committee and Municipal Government held a special meeting to study and deploy our city’s work on peaking carbon emissions and achieving carbon neutrality.

Accelerate the green transformation and development, and promote the implementation of the “dual carbon” goals.

On the 16th, the Municipal Party Committee and the Municipal Government held a meeting to specifically study and deploy our city’s efforts toward peaking carbon emissions and achieving carbon neutrality. Li Hongzhong, Secretary of the Municipal Party Committee, and Liao Guoxun, Deputy Secretary of the Municipal Party Committee and Mayor, attended the meeting and delivered speeches.

The meeting heard a briefing on the overall status of our city’s efforts to peak carbon emissions and achieve carbon neutrality, and conducted an in-depth study of the preparation of the carbon peaking plan as well as the arrangements for achieving carbon peaking in sectors such as energy, industry, construction, and transportation.

The meeting pointed out that China’s commitment to peaking carbon emissions before 2030 and achieving carbon neutrality before 2060 is a major strategic decision made by the Party Central Committee with Comrade Xi Jinping at its core. We must deeply study and implement Xi Jinping’s Thought on Ecological Civilization as well as General Secretary Xi Jinping’s important instructions on peaking carbon emissions and achieving carbon neutrality. From the perspective of ensuring the sustainable development of the Chinese nation and building a community with a shared future for mankind, we must fully recognize the profound significance of doing a good job in peaking carbon emissions and achieving carbon neutrality. We should keep in mind the “big picture of the country,” strengthen our “four consciousnesses,” firmly uphold our “four self-confidences,” and ensure “two safeguards.” We must enhance our political discernment, political comprehension, and political execution capabilities, and with the determination and will to overcome difficulties, step up our efforts to ensure that we achieve the “dual carbon” goals and strive to make contributions to the overall national cause.

The meeting emphasized that effectively carrying out all “dual-carbon” initiatives should be regarded as a powerful measure and concrete action to anchor ourselves in the new stage of development, implement the new development philosophy, and construct the new development pattern, thereby accelerating the promotion of high-quality development. We must take proactive steps, seize the momentum, and make every effort to drive a comprehensive green transformation of our economic and social development, and speed up the formation of industrial structures, production methods, lifestyles, and spatial patterns that conserve resources and protect the environment. First, we must adhere to a systematic approach. We need to thoroughly ascertain the city’s carbon emission baseline, comprehensively study and scientifically quantify our targets for peaking carbon emissions and achieving carbon neutrality, and properly balance the relationships among development and emission reduction, short-term and long-term considerations, and pollution reduction and carbon reduction with the public’s normal daily life. We must clearly define timeframes and implementation paths for each task, ensuring close alignment between immediate tasks and long-term development, and guaranteeing that the dual-carbon goals are systematically implemented and advanced in an integrated manner. Second, we must focus on implementing key tasks. We should continue to reduce coal consumption, increase natural gas supply and local non-fossil energy use, raise the proportion of green electricity, optimize industrial, energy, and transportation structures, and vigorously promote green building practices. We must accelerate the construction of green ecological barriers, strengthen the protection and restoration of ecological wetlands, continuously advance comprehensive coastal zone management, and enhance our capacity for ecological carbon sequestration. Third, we must deepen institutional and systemic reforms. Leveraging our city’s strengths in low-carbon development research, we should intensify technological and institutional innovation and improve the green and low-carbon evaluation system. We should push forward reforms in the energy sector and related fields, establishing effective incentive and constraint mechanisms. Fourth, we must strengthen publicity and education. We should widely mobilize the public, popularize laws and regulations and scientific knowledge, enhance public awareness of green and low-carbon practices, oppose extravagance and waste, vigorously promote green and healthy consumption patterns and lifestyles, create a new trend of green and low-carbon living, and foster a favorable environment in which everyone consciously participates in and drives the green transition. Fifth, we must strengthen organizational leadership. We should establish specialized leading bodies, refine working mechanisms, and build a work structure characterized by high-level promotion and coordinated collaboration. We must reinforce supervision and inspection, urging all levels and departments to earnestly shoulder their political, leadership, and work responsibilities, take decisive action, tackle tough issues head-on, and resolutely win the tough battle to achieve carbon peaking and carbon neutrality.

City leaders Jin Xiangjun, Wang Weidong, Zhou Derui, and Municipal Government Secretary-General Meng Qingsong attended the event.
